The United Arab Emirates has unveiled a new category of its prestigious 10-year Golden Visa for individuals who contribute at least AED 2 million to Islamic Waqf (endowment) funds — a groundbreaking initiative that ties long-term residency to charitable giving.
According to Gulf News, the programme stems from a cooperation agreement signed between the General Directorate of Residency and Foreigners Affairs – Dubai (GDRFA-Dubai) and the Endowments and Minors Affairs Foundation (Awqaf Dubai). The pact allows both residents and non-residents who donate to Waqf endowments to qualify for the Golden Visa under the classification of “financial supporters of humanitarian work.”
The agreement, signed during GITEX GLOBAL 2025 at the Dubai World Trade Centre, reflects a growing alignment between Dubai’s humanitarian vision and its innovative residency framework. Senior officials attending the signing included Mohammed Ahmed Al Marri, Director General of GDRFA-Dubai, and Ali Mohammed Al Mutawa, Secretary-General of Awqaf Dubai.
Al Marri lauded the initiative as a model of government collaboration that strengthens Dubai’s social fabric.
This agreement represents a pioneering model of government integration that empowers endowers to play a vital role in community development,” he said. “Through this initiative, we seek to promote the values of giving and sustainability within a seamless digital ecosystem that truly embodies our GITEX theme: Digital Services... for an Easier Life.
Echoing his sentiment, Al Mutawa highlighted the programme’s role in fostering a sustainable culture of philanthropy.
This partnership aligns with Dubai’s vision of making endowment work a key driver of sustainable development, he said. By enabling endowers to obtain the Golden Visa, we recognise their vital role in fostering social solidarity and a culture of shared responsibility.
Under the terms of the agreement, Awqaf Dubai will nominate eligible donors in line with Cabinet Resolution No. (65) of 2022, while GDRFA-Dubai will issue the Golden Visas based on those nominations. A joint committee will oversee the initiative’s rollout and evaluate its social and humanitarian impact, ensuring it advances Dubai’s broader goals of inclusive growth and shared prosperity.
Key Eligibility Criteria
Prospective applicants must satisfy specific requirements under the new “financial supporters of humanitarian work” category. Among the main criteria:
- A minimum donation of AED 2 million (or its equivalent) to an approved Waqf endowment or humanitarian project managed or endorsed by Awqaf Dubai.
- Both UAE residents and non-residents are eligible for nominations.
- The endowment or donation must comply with Sharia-compliant Waqf principles and benefit recognised social, educational, health or religious causes in the UAE.
- Nomination by Awqaf Dubai (or an authorised entity) verifying the donation and its impact.
- Approval by GDRFA-Dubai, upon which the 10-year visa may be issued.
- Applicants must meet general eligibility conditions for the Golden Visa, such as a valid passport, clean background check, UAE-approved health insurance and medical fitness.
Application Process
Interested donors should follow the steps below:
- Make a qualifying donation to an approved Waqf endowment or humanitarian project under Awqaf Dubai’s oversight.
- Secure a formal nomination from Awqaf Dubai under the “financial supporters of humanitarian work” category.
- Submit an application to GDRFA-Dubai (via the Smart Services portal or in-person centre) including: donation certificate, identity documents, educational/qualifications proof (if required) and any other supporting materials.
- Undergo standard checks: background/security clearance, medical fitness, insurance validation.
- Await review by the joint GDRFA-Dubai/Awqaf Dubai committee.
- Once approved, the applicant receives a 10-year renewable Golden Visa which allows the holder to live, work and study in the UAE, sponsor family members, and stay outside the UAE for extended periods without visa cancellation.
By linking philanthropy and residency, the UAE is signalling the increasing role of charitable giving within its long-term national strategy. The new visa category not only acknowledges substantial donors but embeds them within Dubai’s social and development ecosystem.
