A new set of airline refund rules proposed by India's Directorate General of Civil Aviation (DGCA) could soon make air travel more flexible and consumer-friendly for passengers flying to or from India. These changes are poised to offer significant benefits, particularly in terms of cancellation policies and refund processes.
Under the proposed regulations, passengers will have the option to cancel or modify their flight bookings without penalty within 48 hours of purchase, provided the departure date is at least five days away for domestic flights and 15 days for international flights.
This initiative is expected to alleviate the financial burden often faced by travelers needing to alter their plans shortly after booking.
In an effort to streamline the refund process, the draft Civil Aviation Requirement (CAR) mandates airlines to complete ticket refunds within 21 working days, regardless of whether tickets are booked directly or through travel agents.
This addresses a common grievance among passengers who experience delays in receiving reimbursements, particularly when bookings are made via third-party platforms.
The DGCA is also focusing on reducing inconveniences related to name errors on tickets. Airlines will be required to allow passengers to correct spelling mistakes within 24 hours of booking at no additional cost, a policy applicable when tickets are purchased directly through the airline’s website. This change is anticipated to save travelers from incurring hefty fees for minor typographical errors.
Additionally, provisions for medical emergencies have been included in the proposed rules. Passengers who need to cancel flights due to medical reasons may be eligible for a full refund or a credit shell, offering them much-needed flexibility during unforeseen circumstances.
The DGCA is currently seeking feedback from airlines, travel agents, and the public on these draft rules, with a deadline set for November 30.
If these regulations are implemented, they will align India’s air travel policies more closely with global best practices, a move likely welcomed by frequent travelers to Indian destinations.
Key benefits of the proposed rules include:
- 48-hour Grace Period: Passengers booking directly through airline websites can cancel or modify their tickets within 48 hours without incurring extra charges, apart from any fare differences.
- Complimentary Name Corrections: Airlines cannot charge fees for correcting passenger names within 24 hours of booking if the ticket was purchased directly through the airline.
- Quicker Refunds: All refunds must be processed within 21 working days, ensuring prompt reimbursement even for tickets booked via agents.
- Agent-Independent Refunds: Airlines are accountable for issuing refunds, minimizing delays caused by third-party agents.
- Medical Emergency Provisions: Full refunds or credit shells may be issued for cancellations due to medical emergencies.
These proposed changes highlight India's commitment to enhancing passenger rights and making air travel more consumer-friendly, especially for the Indian diaspora.
