Armenia's tourism industry reached a milestone in 2025, welcoming 2.26 million visitors, a 2.5% increase compared to the previous year, according to Economy Minister Gevorg Papoyan. This marks a significant recovery, with tourism numbers up by 19.4% from 2019.
December 2025 was especially noteworthy, recording the highest number of arrivals in the country’s history for the month, with 139,933 tourists visiting during the holiday season.
While 2025 saw a dip in visitors from Russia, with 216,000 fewer tourists compared to 2023, Armenia experienced a surge from other countries, with 166,000 more visitors arriving. The net difference in overall arrivals was about 50,000 tourists compared to the previous year, indicating Armenia's successful diversification efforts in attracting tourists from various global markets.
A Strategic Shift in Armenia’s Tourism Approach
Papoyan emphasized the country's shift in focus to attract a more diverse range of tourists. The proportion of tourists from Russia dropped from 52-53% to 41%, but the country aims to maintain a strong Russian presence while continuing to increase the number of visitors from other countries.
At the same meeting, Papoyan presented Armenia's strategic tourism development plan for 2026-2030, which aims to further boost tourism infrastructure and diversify the market. The strategy includes promoting Armenia as a "tourist crossroads," with a focus on high-quality, safe, and competitive tourism offerings.
Special attention will be given to cultural, gastronomic, adventure, and winter tourism. Gastronomic tourism will highlight Armenia’s rich culinary heritage, wine culture, and its strong national brand.
Additionally, the plan will continue to increase Armenia's appeal for agritourism, MICE (Meetings, Incentives, Conferences, and Events), religious, medical, and wellness tourism.
Key Objectives of the Strategic Plan
Papoyan outlined four primary objectives for the strategic plan:

By 2030, Armenia plans to achieve 3 million inbound tourist visits, generate $3.8 billion in tourism revenue (with $750 million directed to the state budget), and attract 4.5 million domestic tourists. The plan also includes creating 20,000 additional jobs within the tourism sector.
