Effective November 1, 2025, travellers entering or leaving Saudi Arabia through land, air, or sea ports are required to secure a clearance permit for controlled drugs, the Saudi Food and Drug Authority (SFDA) announced.
The new rule is aimed at facilitating safe travel for patients with medical needs while regulating the movement of medications containing narcotics or psychotropic substances. Without prior official clearance, such medications cannot be brought into or taken out of the Kingdom.
To comply, travellers must declare their medications and provide supporting documents, including prescriptions, medical reports, and identity proof. The regulation covers all ports of entry and exit and allows the SFDA to monitor the movement of controlled drugs in line with international standards.
Permits are obtained via the SFDA Controlled Drug System (CDS) online at cds.sfda.gov.sa. Applicants must:
- Create a personal account on the CDS platform.
- Submit a clearance permit request with patient and travel details.
- Upload necessary documentation (prescription, medical report, ID).
- List each medication with details including dosage and quantity.
- Submit the application and track its status until approved.
Once approved, travellers must print the permit and carry it during travel along with their medications and identification.
Authorities urge travellers to apply well ahead of travel and to carefully declare all controlled medications, even if commonly available, to avoid delays, fines, or refusal at the border.
This measure strengthens Saudi Arabia’s health-security framework while ensuring that travellers with medical conditions can move safely and in compliance with national regulations.
