The Federal Investigation Agency (FIA) has established Pre-Departure Facilitation Desks across all its zonal offices in Pakistan with immediate effect, aiming to provide comprehensive guidance and support to outbound passengers. The initiative seeks to streamline immigration procedures and ensure a smoother, more efficient travel experience for international travellers.
Announcing the development on X (formerly Twitter), Interior Minister Mohsin Naqvi said that the facilitation desks will be accessible both in person and remotely through dedicated helplines and email services. He added that relevant information has been made available at airports, border points, and on the FIA’s official website to assist travellers more effectively.
The move comes in response to a growing number of passenger complaints regarding offloading incidents at airports. Official statistics reveal that 66,154 passengers were offloaded from flights in 2025, a significant increase from 35,000 the previous year. Despite possessing valid travel documents, several passengers reported being barred from travel.
According to FIA officials, most offloaded passengers were stopped after verification checks uncovered discrepancies in their travel documents—particularly involving work, tourist, and Umrah visas. The agency maintains that the step is part of broader government measures to curb illegal migration and human smuggling.
In November, the FIA addressed social media rumours suggesting arbitrary passenger offloading, clarifying that only those found with dubious travel credentials are prevented from travelling after due investigation.
The launch of the facilitation desks aligns with directives issued by Prime Minister Shehbaz Sharif, who last month ordered authorities to safeguard travellers with genuine documents. Chairing a meeting on efforts to combat human trafficking and unauthorized travel, the Prime Minister instructed swift action against individuals attempting to travel illegally while ensuring legitimate passengers face no inconvenience. He also called for stronger coordination between the Protectorate of Emigrants, the FIA, and other relevant agencies to enhance support for citizens travelling abroad for employment.
Interior Minister Naqvi reaffirmed that the establishment of Pre-Departure Facilitation Desks demonstrates the government’s commitment to protecting lawful travellers and enhancing transparency across Pakistan’s immigration processes.
